Going to Europe on a high school band tour in 1973, that was one thing we noticed there then. Only it was before plastic bottles and we would get glass ones, which only came in a large size.

Who needed bottle water? If outside at home or a friends house, there was the trusty garden hose. Any place else there was the "bubbler" ( growing up in Wisconsin in the 50's - that's what it was called.)
Paying for what comes out of your tap for free is pretty crazy.
